The objectives are:

To lay the groundwork with a view to understanding why a single department should not be accountable for municipal development cooperation policy along with the need for it to become strategic and transversal within local corporations.
To provide tools and guidance to move towards the transversal management of development cooperation strategies.
To provide local bodies with a practical tool to self-evaluate the transversality of development cooperation strategies, with a view to identifying strengths and weaknesses and apply corrective measures.
